Brosnan helped stop or temper several potentially damaging acquisition-related provisions that had been included in the fiscal 2009 National Defense Authorization Act.

Brosnan, who was senior procurement counsel on the Republican staff before retiring Dec. 31, provided some much-needed expertise as Congress considered major acquisition reforms that became law in 2008.
As House and Senate committees debated the proposals, such as controlling cost-reimbursement contracts and allowing regulators to close a fraud loophole, Brosnan used his experience and knowledge of acquisition to either force proposals to fall by the wayside or be modified for the better.
“John Brosnan has forgotten more about government contracts than I’ll ever know,” said former Rep. Tom Davis of Virginia , the committee's ranking member during the deliberations and now director of Deloitte’s Federal Government Services.
