Federal 100: Col. Robert Skinner
Skinner launched a program to improve the sustainability of the Air Force’s enterprise network by consolidating smaller efforts for efficiency and effectiveness. In 2009, the program’s return on investment was more than $80 million.
He also wrote a report that established the framework for organizing, training and equipping the Air Force's cyber forces, and he received a commendation for imposing financial discipline that kept programs on track despite a $300 million budget cut.
Skinner “is capable of operating at the strategic, operational and tactical levels and knows how to convey his vision into meaningful words that airmen at all levels are able to understand and execute," said Air Force Maj. Gen. Ronnie Hawkins, vice director of the Defense Information Systems Agency.
