Boughn manages the information technology portfolio for Medicare and Medicaid, which processes more than a billion claims a year. With a $1 billion annual IT budget, Boughn has developed and implemented critical new IT systems, including a dashboard to provide transparency into spending and show early warnings of potential fraud.
In her four years as CIO at the Centers for Medicare and Medicaid Services (CMS), Boughn launched the Medicare Prescription Drug Program, created tools for tracking health care outcomes, improved the competitive bidding process, and built one of the largest and most robust health data repositories in the world. She also led CMS' work on health information exchange and data security.
“In the world of information technology, Julie is a great leader,” said Charlene Frizzera, acting CMS administrator. “She has led this agency to being recognized in the government as innovative and customer-service oriented.”
