Thorstenson is responsible for developing and delivering the Defense Department's Information Enterprise Strategic Plan and Roadmap and performance metrics — tools DOD is using to improve network-centric information sharing in the military services.

He has achieved success with a collaborative approach that uses the Intellipedia wiki, which has become the platform for an integrated process based on the three elements of the DOD planning suite. All participants can view the progress through the wiki and collaborate openly.

“Because of [Thorstenson], we not only have a robust tool for the DOD enterprise plan but knowledge about how the whole of the DOD can use these kinds of collaborative tools in the future,” said Lloyd Thrower, director of DOD's Strategic Planning and Policy Directorate.
