Last fall a pair of federal agencies launched “Blue Button” Web applications that would allow the people they serve to download their own medical records. These agencies join numerous industry players and healthcare reform advocates in embracing the concept of an electronic personal health record (PHR) as a way of empowering individuals and improving the quality of care they receive. However, these early efforts have faced significant usability, interoperability and security challenges. This story will explore these issues, the costs and benefits of PHRs, and the role government can play in their adoption.
