Sole-Source Buzzword Contract

The Naval Air Warfare Center, Weapons Division, China Lake, Calif., announced it plans to award a sole-source contract to an outfit called ActToo Consulting Inc. for "strategic learning services," which I guess is better than spending the taxpayer dime on non-strategic learning services.

These strategic services include -- and get ready for a long list of buzzwords -- "research project design, data collection, analysis action planning, group event design, group event facilitation for strategic organization change and learning."

Evidently ActToo, which hangs out in Ridgecrest, Calif., is the only outfit qualified to bolt together all of the above for Naval Air Warfare Center, Weapons Division. The division said ActToo is "the only vendor able to provide this service based on continued services from 2010 and ActToo having proprietary historical consulting data projects."

Now, if I could only figure out what all that means.
