Federal 100: Col. John B. Morrison Jr.
Col. John B. Morrison Jr.
Director, LandWarNet/Battle Command
U.S. Army
The work: Overhauling the way the Army develops, acquires, tests and fields network technologies to deployed forces.
The impact: The new process, known as Capability Set Management, establishes a baseline suite of systems and equipment designed to meet Army requirements for a two-year period.
The nuts and bolts: By developing technologies in capability sets, the Army has cut acquisition time dramatically, with new systems delivered in two years rather than taking as long as 10 years. And the approach also makes it easier to take advantage of industry innovations. Morrison also spearheaded a standardized IT architecture, which streamlines the integration process.
