The work: Improving the capacity, reliability and security of the network that coalition forces use for tactical communications in Afghanistan.
The impact: The Afghan Mission Network (AMN), which now connects more than 87,000 users from 49 member nations, could become a template for NATO’s Future Mission Network.
The nuts and bolts: Gallagher’s diplomatic abilities helped him navigate complex hierarchies in NATO and Afghanistan to make AMN the primary communication network for the entire International Security Assistance Force. He also helped set up emergency call centers in Kabul similar to the 911 system in the United States and championed the development of a secure network linking Afghan ministries with other elements of the government.
