Federal 100: Lt. Col. Richard A. Faulkner
Lt. Col. Richard A. Faulkner
Program Manager
Contractor Management and Accountability Mission
U.S. Army
The work: Leading the development and deployment of a system for tracking the contractors that support military operations.
The impact: The Synchronized Predeployment and Operational Tracker Enterprise Suite has made it easier for commanders to incorporate contractor employees into their workforce plans and obtain a more accurate picture of where contracting dollars are being spent.
The nuts and bolts: Understanding the value of showing rather than telling, Faulkner volunteered for two extended trips to Afghanistan to help contracting officers in the field understand how the system works. Furthermore, the tool could ultimately provide a model for improving the way all federal agencies coordinate their contracting workforces. Faulkner recently started a new assignment at the Defense Manpower Data Center.
