Federal 100: Richard C. Breakiron

Richard C. Breakiron
Deputy Director of Policy and Resources
7th Signal Command
Army Department

The work: Facilitating the smooth transition of all things IT for 100,000 personnel moves across 40 installations under the Base Realignment and Closure initiative.

The impact: Breakiron’s IT integration efforts ensured that 97 percent of systems were ready to go when people showed up at their new installations.

The nuts and bolts: Besides coordinating $3 billion in IT projects during the BRAC process, Breakiron also made sure that security systems were synchronized across more than 800,000 desktop systems. His efforts helped the Army avoid $20 million in costs — money that was used instead to improve network security. And he did it all when his team was only 55 percent staffed.
