The work: Spearheading CIO Roger Baker’s strategy for improving the development and management of major programs at VA.

The impact: With Warren riding herd, the Program Management Accountability System, which emphasizes incremental development, helped the agency achieve an 89 percent success rate in program execution, up from 30 percent just three years ago.

The nuts and bolts: Warren helped align the people, processes and technologies needed to make the system possible. “It is his focus on discipline and attention to detail that has enabled our success in so many areas,” Baker said.
