Court denies recess appointments
A federal appeals court dealt President Barack Obama a setback in making appointments.
The U.S. Court of Appeals for the D.C. Circuit has decided several recent recess appointments are unconstitutional, the Associated Press reports.
The court ruled that the Obama administration needed Senate approval to fill vacancies on a labor relations panel. The court said that even though the Senate was in a pro forma session, in which members gavel in and out every few days, that still counts as being in session and disallows recess appointments.
The administration is expected to appeal the ruling, according to the report.
