Burden's focus on people drove the successful deployment of the $1.8 billion program. He "took over a program that lacked stability due to frequent changes in senior leadership and was the cornerstone of a remarkable turnaround," said Doug Wiltsie, the Army's program executive officer for enterprise information systems.
