Shared-services evangelist. Dong took over as interim controller in the spring of 2013, when Danny Werfel was detailed to the Internal Revenue Service. Dong inherited responsibility for changing the way the government approaches financial management. Most notably, he issued an OMB policy that experts say has changed the game for financial management shared services. Under Dong's guidance, OMB has moved from a complex system of technical requirements for financial management systems toward an outcomes-based approach, and shifted much of the oversight of financial systems requirements to the Treasury Department's Office of Financial Innovation and Transformation.
