Reinventing IT budgeting. Before last year, the government had not altered the way it budgets for IT since the Clinger-Cohen Act was passed in 1996. That started to change significantly in 2016, and Morrison was central to those efforts. She brought together CIOs and chief information security officers to rethink the capital planning and investment control process, introduced agencies to technology business management cost estimation and led cross-agency efforts to revamp capital planning guidance for the fiscal 2018 budget. One colleague said of Morrison: “She has introduced us all to a new way of thinking.”
