Mr. Transition. The transition between administrations is a uniquely complicated process, and it’s critical that agencies continue to deliver on their missions while preparing for a smooth handoff. Horne was the linchpin for those efforts in 2016. He coordinated preparations across the government, served as co-chairman of the Agency Transition Directors Council and ensured that all statutory requirements were met. The longtime GSA executive played a similar role in the transition between the Bush and Obama administrations, and the experience showed. Staffers from both campaigns, senior agency employees and White House officials all leaned heavily on Horne throughout 2016.
