Kennedy spent 2017 implementing recommendations from the CIO Council’s “State of Federal IT” report, which were designed to change the way agencies manage and use IT. “We wanted to create that situational awareness for incoming IT leaders” in the Trump administration, he said. Kennedy also oversaw a realignment of the council’s committee structure to facilitate more input from non-CIOs, executed new contracts to lay the groundwork for implementing Technology Business Management principles across government and served as lead organizer of the council’s first technology and cybersecurity recruitment event, which led to dozens of new hires.
