Perspecta Files Another Bid Protest Over DEOS Contract

Virginia-based tech firm Perspecta Enterprise Solutions filed a pre-award bid protest on March 6 over the Pentagon’s multibillion-dollar Defense Enterprise Office Solutions contract.

This is Perspecta’s second bid protest over DEOS. The company filed its first protest over the DEOS contract on Sept. 9 after the General Services Administration and Defense Department awarded it to General Dynamics Information Technology. Perspecta’s post-award protest was successful in GSA agreed to rework the procurement and rebid the contract.

GSA and the Defense Department have not yet awarded the reworked DEOS procurement.

GSA said it could not comment on the procurement due to pending litigation. Perspecta did not respond to requests for comment by press time.

Through DEOS, the Pentagon aims to provide a cloud-based business suite across its vast enterprise. The contract is several years in the making, with Pentagon officials as recently as two years ago planning to bid the contract out through the Defense Information Systems Agency. Last year, the Pentagon made the decision to run the procurement in conjunction with GSA, suggesting it could be worth as much as $8 billion.

While both bids are heavily structured around Microsoft’s Office 365 suite, bids from GDIT and Perspecta came in significantly higher than what the government said it expected and differed significantly in cost estimates last year.
