Reforming the Fourth Estate. Metz led DOD's IT reform portfolio for 27 defense agencies and field activities with the goal of modernizing and consolidating efforts while improving performance and effectiveness. She identified and implemented four reform targets: cloud and data center optimization, network optimization, license consolidation, and DOD-wide enterprise collaboration. Those efforts were fraught with cultural and bureaucratic obstacles, but Metz built a coalition within the affected agencies and gained support at the highest levels of the department. Her sincerity, professionalism and tenacity have been crucial to the reform effort's success.
