Digital dynamo. In less than two years, Papula has transformed HHS’ Program Support Center, one of the largest shared-services centers in the federal government. When he arrived, PSC was a collection of disjointed programs. He envisioned a technologically advanced organization and created a coalition of change agents to modernize, integrate and move operations into the cloud. Under his leadership, PSC has adopted a unified portal serving more than 10,000 employees and contractors, begun using robotic process automation, reduced the time for onboarding new employees by 70 percent, established an enterprisewide cybersecurity program and reduced the cyberattack surface of its Domain Name System by 68 percent.
