The pipeline builder. McConnell was instrumental in the success of the Federal Cybersecurity Reskilling Academy, a first-of-its-kind program to test ways to retrain federal employees to be cyber defense analysts. He led the first cohort through the program, providing communications support to the CIO Council and OMB and managing the process of selecting the 25 best candidates from more than 1,500 applications. The government shutdown took place during the application period, creating uncertainty about the program's execution. McConnell successfully navigated those challenges and worked closely with the training provider to develop a revised schedule to complete the program within the required time period.
