Creating capital gains. Roat led a multifaceted modernization effort at SBA that has improved the agency’s cybersecurity position and its Federal IT Acquisition Reform Act scores. Under her leadership, SBA became the first agency to create an IT Working Capital Fund and put it into use, which proved crucial to the effort’s success. Instead of having to expend money in the current fiscal year, SBA teams can spread their investment over two to three years. That approach facilitates better strategic choices and deployment. In addition, Roat serves on the Technology Modernization Board and is president of the American Council for Technology. She was named Deputy Federal CIO in May.
