Categorically making a difference. . When Shutt began redesigning GSA’s $32 billion Multiple Award Schedule program, 24 schedules existed with overlapping products and services, duplicative contract clauses and a complex structure. In less than two years, she distilled all that into a single schedule — developed iteratively while incorporating feedback from customer agencies, GSA’s acquisition workforce and industry. Under her leadership, the legacy schedules were combined, aligned with GSA’s Category Management initiative and divided into subcategories and special item numbers. The new schedule was released in October 2019 in a format that makes it easier for contractors to offer products, services and solutions and for agencies to find them.
