The art of diplomacy and negotiation. As the project manager for Labor’s enterprisewide shared-services project, Smith is responsible for analyzing and centralizing the work of 800 IT staff and over 200 applications across 26 agencies. To accomplish this task, she collaborated with the CIO’s office, senior leaders, IT practitioners and customers, labor unions and external stakeholders to analyze the current state, recommend a new structure, gain approval and begin the implementation process. Her colleagues say Smith has conquered countless roadblocks by finding alternatives and negotiating mutually beneficial workarounds. She also goes well beyond her day job to spread knowledge of shared services to other federal agencies.
