Assessment adviser. For years, Graves was one of a handful of influential policy experts pushing for the revival of an independent science and technology assessment capability for Congress. In 2020, he worked with congressional staff and the Government Accountability Office on the launch of GAO’s new Science, Technology Assessment and Analytics team. Graves has brought together hundreds of technology leaders from industry, academia and the nonprofit sector who meet regularly to provide a strong information resource to GAO. Through research and advocacy, he continues working to build Congress’ ability to develop strong science and technology policy.
