The closer. With steadfast certainty and tenacity, Scott led the award of HHS’ $2.6 billion Enterprise Infrastructure Solutions contract — the most complex and largest acquisition of its kind at HHS. And she did it in less than 16 months during the largest workforce transformation in U.S. history. She implemented a structured process for the complex evaluation of EIS options, responded to increased demands for mobile and remote systems, and cleared significant bureaucratic hurdles. She also reduced costs for HHS by more than $700 million through contract negotiations and avoided the vendor protests that have plagued other agencies.
