Simple: Replace Feds With Tech

Buried near the bottom of his New York Times Nov. 29 Op-Ed on how President-elect Barack Obama should consider the economic impacts of his policies, Michael Boskin wrote this one-liner, wedged between advice on capital-loss offsets and trade liberalization:

Replace some of the 42 percent of federal civilian employees who will retire in the next decade with technology.

Boskin, a professor of economics at Stanford University and the chairman of the Council of Economic Advisers from 1989 to 1993, offered no details.
