Qualified anti-terrorism technologies can be designated based on certain criteria, or they can be granted certification, which is a higher level of protection.

Benefits to sellers of qualified anti-terrorism products include:

Exclusive jurisdiction in federal courts for lawsuits against them.

Limitation on a sellers' liability to an amount of liability insurance coverage specified for each technology.

Sellers' liability for percentage of noneconomic damages proportionate to their responsibility for the harm.

Prohibition on punitive damages and prejudgment interest.
