Adams led a team that proposed a money-saving, performance-enhancing consolidation of IT resources across all the U.S. military services in Guam.

Adams reviews and provides legal approval for documents related to information technology acquisitions. However, he gave the Navy much more than legal advice when he helped review its IT operations in Guam.
He led a team that developed a proposal to consolidate IT resources in Guam for the Army, Air Force, Navy and Marine Corps, saving the Defense Department money and improving the IT infrastructure’s performance. As DOD’s first joint information environment, the Guam project will be a model for other joint bases.
"Byron possesses the unique ability to use his training as a lawyer to analyze IT issues and develop sound, structured solutions to issues in this 800,000-person department," said Robert Carey, the Navy Department’s CIO. "While most attorneys say no, Byron finds solutions."
