Rivera laid the groundwork that allows departmentwide information sharing through the DHS Infrastructure Transformation Program. He consolidated 16 component-level data centers into a single wide-area network called OneNet. As a result, CBP agents now can communicate more quickly and securely with federal agents in the Transportation Security Administration, Immigration and Customs Enforcement, and Federal Emergency Management Agency.
“Miguel has done much to integrate, consolidate and transform the individual DHS component infrastructures into a single, world-class IT infrastructure,” said Ann Testa, acting executive director of enterprise networks and technology support for the CBP Office of the Chief Information Officer.
