Clark, the Coast Guard’s network architect and senior network engineer, constructed the Coast Guard’s IT architecture in a way that would transition the agency to the Homeland Security Department’s common IP network, known as OneNet.

Clark constructed the Coast Guard’s information technology architecture in a way that would transition the agency to the Homeland Security Department’s common IP network, known as OneNet.
Clark led the service through the many challenges involved in migrating to DHS’ OneNet, and at the same time, he maintained the service's connectivity to the Defense Department and the dot-mil network. Clark also identified a systemic problem with the agency’s antivirus update servers and put in place a plan to permanently fix the problem.
"Tom has been an icon of Coast Guard networks for the last quarter of a century,” said Capt. Leonard Ritter, commander of the Coast Guard’s Telecommunications and Information Systems Command.
