Kidd develops strategic policies for using electromagnetic spectrum to ensure that the Navy and Marine Corps can access wireless communications at sea and on missions worldwide.
He is an advocate for emerging technologies that have the potential to increase the ability of federal and nonfederal entities to share finite radio frequencies.
