Kidd develops strategic policies for using electromagnetic spectrum to ensure that the Navy and Marine Corps can access wireless communications at sea and on missions worldwide.

He is an advocate for emerging technologies that have the potential to increase the ability of federal and nonfederal entities to share finite radio frequencies.

“Tom Kidd is truly an exceptionally focused and well-grounded leader whose passion is ensuring that the electromagnetic spectrum is used effectively and efficiently throughout the Department of the Navy and the entire Department of Defense,” said Capt. Stephanie O’Neal, director of enterprise networks at the Navy. “He fosters avid cooperation within his geographically dispersed team.…Together, they have tackled federal spectrum projects and produced policies that will benefit the federal government for years to come.”
