The work: Managing the transition of TSA’s IT Infrastructure Program, a $500 million enterprise services contract, from one vendor to another.

The impact: Rice’s strategy allowed TSA to boost its organizational efficiency and improve operations — and set a standard for major contract transitions at TSA and other DHS components.

The nuts and bolts: The transition required the transfer or onboarding of 1,100 contractor employees without a break in service or loss of institutional knowledge. Furthermore, the 90-day transition period occurred during the peak holiday travel season, but Rice’s skillful oversight ensured that there was no impact on daily operations.
