TRANSCOM wants an IT service 'library'

WHAT: A request for information to provide IT consulting to U.S. Transportation Command

WHY: TRANSCOM's Command, Control, Communications, and Cyber Systems Directorate is in the early stages of adopting an IT "infrastructure library" of best practices to improve the directorate's IT service management, according to a draft performance work statement.

TRANSCOM wants to move the directorate from a basic level of IT service management to one in which services are "managed and pre-emptive," according to contracting documents.. TRANSCOM officials suspect there is a firm out there that can help with this via technical support and consulting.

Any future consultancy appears to have plenty of work to do: TRANSCOM operates a complex, interwoven IT environment. The command runs the logistics of the Pentagon's worldwide footprint, and its contractors have been vulnerable to hacking.

"A myriad of applications make use of the USTRANSCOM C4 infrastructure by providing access and services to the USTRANSCOM user community," the draft PWS says.

TRANSCOM's common computing environment (CCE), which is supported by multiple Air Force organizations, is made up of several operating systems on clients and servers that are both physical and virtual, according to the draft PWS.

"The information security environment on the segments of the USTRANSCOM CCE is a unique integration of products demanding a high degree of technical capability," the draft PWS states.

The RFI follows a similar ask from the directorate in December 2015 for research and advice on acquiring and managing IT.

Interested firms are asked to submit a white paper of 10 pages or less. Submissions are due March 25.
