Big Contracts to Watch at DISA
The defense agency’s 2019 forecast includes three contracts with contract values that could exceed $1 billion.

Over the next fiscal year, the Defense Information Systems Agency plans to award spots on about 150 IT contracts, three of which will be worth more than $1 billion. Combined, the contracts could be worth between $8.3 billion and $21.7 billion over their lifetimes, based on value ranges provided by DISA.
During the Nov. 5 industry day, officials from the warfighter’s IT shop outlined 55 contract opportunities expected to be awarded within the next two years, the vast majority of which will come before the end of fiscal 2019. A subsequently released PDF offers details on hundreds of contracts the agency plans to solicit and bid over the next few years, more than 150 of which are on track to be awarded in fiscal 2019.
DISA provided a value range for each of the contracts, with 149 expected to clear the $5 million mark. In total, the agency plans to award:
- 37 contracts between $5 million and $9.99 million.
- 73 contracts between $10 million and $49.99 million.
- 17 contracts between $50 million and $99.99 million.
- 8 contracts between $100 million and $249.99 million.
- 11 contracts between $250 million and $999.99 million.
- 3 contracts over $1 billion.
The list does not include the $8.2 billion Defense Enterprise Office Services, or DEOS, contract, which DISA now plans to award off the General Services Administration’s IT Schedule 70, nor the high-profile Joint Enterprise Defense Infrastructure contract—worth up to $10 billion—being handled through the Office of the Chief Information Officer.
The full value of those contracts won’t be awarded in fiscal 2019. But vendors awarded spots on those contracts will be set up to take advantage of billions of dollars in procurement actions over the life of those contracts.
Below is a look at the topline contracts, all worth more than $250 million.
Enterprise Infrastructure Solutions (EIS) Program (NS2020 Transition)
Value range: Over $1 billion
RFP expected: First quarter of fiscal 2019.
Award expected: Second quarter of fiscal 2019.
Acquisition strategy: Single award, full and open competition off GSA’s Enterprise Infrastructure Solutions.
Description: Broad range of telecommunication service task orders to transition defense mission partners off of Networx, WITS-3 and other contracts onto the GSA EIS contract vehicle.
Cisco SMARTnet Joint Enterprise License Agreement
Value range: Over $1 billion.
RFP expected: First quarter of fiscal 2019.
Award expected: Third quarter of fiscal 2019.
Acquisition strategy: Single, sole-source award.
Description: Provide Cisco SMARTnet support.
Global Solutions Management - Operations II (GSM-O II)
Value range: Over $1 billion.
RFP: Fourth quarter of fiscal 2018.
Award expected: Fourth quarter of fiscal 2019.
Acquisition strategy: Single award, full and open competition.
Description: Support and deliver the day-to-day operations and sustainment of Department of Defense Information Network networks and related services. This includes supporting both Defense and non-Defense customers consuming services from the DoDIN and supporting the operations, maintenance and sustainment of the Defense Enterprise Computing Centers providing services across the DoDIN.
Enterprise Transport Management
Value range: $250 million-$999.99 million
RFP: Fourth quarter of fiscal 2018.
Award expected: First quarter of fiscal 2019.
Acquisition strategy: Single award, full and open competition.
Description: Blanket purchase agreement contract vehicle to provide services within the Local Area Network/Metropolitan Area Network/Wide Area Network Connectivity, Time Division Multiplexing, and TDM technology for long haul and point-to-point communications.
Microsoft Enterprise Technical Support Services (METSS)-II
Value range: $250 million-$999.99 million.
RFP expected: First quarter of fiscal 2019.
Award expected: Third quarter of fiscal 2019.

Communications Technical Support Services (CTSS) in Southwest Asia
Value range: $250 million-$999.99 million.

Description: Provide mission critical communications capabilities supporting joint services military personnel and coalition forces, primarily in the United States Central Command area of responsibility for the U.S. Air Force. The majority of the work is expected to be performed in Southwest Asia supporting government-owned communications equipment.
Global Service Center Support (Tier I, Tier II Support)
Value range: $250 million-$999.99 million.
RFP expected: First quarter of fiscal 2019.
Award expected: Third quarter of fiscal 2019.
Acquisition strategy: Single award, small business set-aside.
Description: This requirement is to enable the Global Service Desk to acquire expertise in the execution of their service support environment through Service Desk Support and Desktop Support. The Global Service Desk provides service support environment through Tier I and Tier II support directly to customers/users.
Mission Partner Environment - Services [formerly Multi-National Information Sharing (MNIS) Design, Transition and Operation (DTO) Support Services]
Value range: $250 million-$999.99 million.
