Roster Change

John "Jack" Garman recently was named vice president for enterprise information technology outsourcing at OAO Corp. Garman, who previously was the chief information officer of NASA's Johnson Space Center, retired last month from NASA after 34 years at the agency.

At OAO, Garman will lead the company's work on the Outsourcing Desktop Initiative for NASA contract and will be responsible for expanding it to other federal, state and local governments as well as to the private sector.

Ambassador David Aaron, undersecretary for international trade at the Commerce Department, is leaving on March 31 for the private sector. Aaron was the administration's point person on international electronic commerce issues such as privacy and also served as the White House envoy for cryptography. He will join the Washington law office Dorsey &Whitney as senior international advisor.

Commerce Secretary William Daley this month announced the 1999 National Medal of Technology Winners who will be honored in a ceremony on March 14. The Commerce Department's Technology Administration administers the medal. The winners include Glen Culler, chief scientist and chairman of the board (retired) of Culler Scientific Systems Corp., for his pioneering work on ARPAnet.

Bob Welch has joined Acquisition Solutions, Inc. as vice president of government operations. Welch previously was the Commerce Department's top procurement executive.

Jay Angoff, was recently named vice president of strategic planning at Quotesmith.com Inc., which provides online insurance quotes. Angoff most recently was director of the Health Care Financing Administration's private health insurance group, where he oversaw federal enforcement of legislation governing the portability of health insurance coverage. He also previously served as the insurance commissioner of Missouri.
