Roster Change

Stephen Kearney was named last week as senior vice president for corporate and business development at the U.S. Postal Service. He will be responsible for developing new business opportunities and electronic business solutions for the Postal Service.

Kearney previously was treasurer and vice president of ePayments at USPS, where he was responsible for the development and implementation of many initiatives, including major improvements in the cash management related to the Postal Service's $63 billion in revenue.

Al Pesachowitz, former chief information officer at the Environmental Protection Agency, has been appointed director of Information Technology Consulting for Grant Thornton LLP's Global Government Group. The Global Government Group primarily has been providing accounting, finance, management and IT consulting services to its public-sector clients. Pesachowitz will lead the customer development, service and delivery efforts for the government IT consulting group.

Prior to joining Grant Thornton, Pesachowitz was the CIO and associate assistant administrator for the EPA's Office of Environmental Information.

Jacada Ltd., a provider of e-business infrastructure software, last week named Aileen Bloom director of federal business development and Andrew Feinsot manager of federal sales manager. The company also announced the launch of its public-sector business unit, which has its headquarters in McLean, Va. The company's solutions are installed at the departments of the Interior and Treasury and the Air Force.

Retired Vice Adm. Jerry Tuttle this month was named president of the software development company Rel-Tek Systems &Design Inc. Tuttle previously was president of ManTech Systems Engineering Corp. and senior vice president of ManTech International Corp.

While with the Navy, Tuttle's positions included being director of command, control and communications systems on the Joint Staff and deputy director for intelligence at the Defense Intelligence Agency.

Betsy Barclay this week was named vice president of government affairs for the E*Trade Group Inc.'s newly established government affairs group. She most recently worked at the Bond Market Association where she oversaw legislative affairs on behalf of the association's securities firms and banks. In addition, Shawn Yadon joined E*Trade as director of government affairs, overseeing state and local issues.

Candace Freedenberg this week was named program manager for the Web enablement for images as information division within Eastman Kodak Co.'s commercial and government systems business unit. Her new position includes interfacing with business partners and customers in managing the creation of new World Wide Web image information products. Freedenberg started at Kodak in 1996 as a program manager in the technology development area for optical products.

In addition, Peter LaPlaca was named Web product manager for images as information within at Eastman Kodak's commercial and government systems unit. LaPlaca, who joined the company in May, will identify new value-added image information products and services to be delivered on the Web.
