n Cooperation and brainstorming from schools and colleges, Internet companies,
and computer hardware and software firms on how best to structure the Web-based

n Barracks and other facilities wired for easy Internet access, including
an Internet service provider that is reliable and accessible even from a
deployed location.
n Equipment that is durable and portable, so that it can function from
a deployment site as well as from a U.S. base.
n A program that is available to soldiers anytime and from any location.
