David Goldberg, deputy associate commissioner for information resource management

at the Immigration and Naturalization Service, is retiring Sept. 30. Goldberg

has been acting associate commissioner for IRM for the past year. He began

his federal service 30 years ago with the Army. After 10 years in the military,

he moved into civilian federal service and held jobs with the Education

and Energy departments, the Federal Energy Regulatory Commission and NASA

before joining the INS in 1992. Goldberg is looking at several career options

in the private sector.

Carol Cini was recently named director of the Government Printing Office's

Institute for Federal Printing and Electronic Publishing. He is responsible

for running the Institute's programs that provide seminars and instruction

to federal personnel on government printing and publishing policies, procedures,

processes and terminology. Cini was previously the Institute's associate

director.

Maj. Gen. Richard W. Davis, currently the chief architect of the Ballistic

Missile Defense Organization, Under Secretary of Defense for Acquisition

and Technology, Office of the Secretary of Defense, will be reassigned.

He will become the national security space architect for the Assistant Secretary

of Defense for Command, Control, Communications and Intelligence in the

Office of the Secretary of Defense.

Brig. Gen. (select) Edward L. Mahan Jr., currently the commander of the

Air Force Security Assistance Center, Air Force Materiel Command, Wright-Patterson

AFB, Ohio, will be reassigned. He will become the director for Integrated

Command and Control, Electronic Systems Center, Air Force Materiel Command,

Hansom AFB, Mass.

Frank Elim has been hired as a business development manager in Sprint's Government Systems Division. Prior to his arrival at Sprint this month, Elim was technology director and project manager for the Army Cecom team at SRA International Inc., where he also led multicontractor teams providing mission-critical Year 2000 testing of Army personnel systems.
