Roster Change

Michael Carleton has been selected as the new chief information officer at the General Services Administration, replacing Bill Piatt, who is leaving for the private sector next month.

Carleton joined GSA as assistant CIO and has been serving as acting CIO for the Public Buildings Service since June. Prior to joining GSA several months ago, Carleton was CIO for the Office of the Secretary and Deputy Director of the Office of Information Resources Management at the Department of Health and Human Services.

Carleton has placed several items at the top of his agenda, including "evolving the FirstGov.gov portal at Internet speed, collaborating with the services on [information technology] capital investments, and achieving a world-class information infrastructure for service delivery."

Piatt will leave GSA Oct. 20 to become director of e-government strategy at Booz-Allen & Hamilton Inc.

Robert Barr, assistant commissioner for electronic tax administration at the Internal Revenue Service, is leaving government to join Dell Computer Corp. as director of federal marketing. At IRS, Barr has been responsible for laying out a strategic plan to meet the congressional goal of having 80 percent of all taxpayers filing online by 2007.

Barr will be replaced by Terry Lutes, who will become the acting ETA assistant commissioner. Lutes most recently worked for the IRS at its Martinsburg, Va., computing center.

Marge Pruitt, senior data sales manager at Sprint Government Systems Division, will become general manager of Sprint's Applied Technology Center in Falls Church, Va., on Oct. 2.

In her new job, Pruitt will manage a demonstration facility and staff supporting Sprint customers from the government and private sector. At the center, she and her staff will conduct executive briefings and allow customers to see technology solutions working live over the Sprint network.

Howard Stern was named vice president of business development at Reliable Integration Services Inc. Stern was most recently vice president for government partnerships at onehealthbank.com. Stern will continue to be involved in the Information Technology Association of America and the Federation of Government Information Processing Councils Industry Advisory Council.
