Roster Change

Joseph Leo, the chief information officer at the Agriculture Department, has told his staff that he will retire Feb. 2 from a career in government that has spanned more than three decades. Leo has held USDA's top tech job for the past year and helped work on enhancing the department's information technology systems and delivering public services electronically. Leo did not say what his future plans are.

Ron Simmons, on behalf of the Federal Aviation Administration's Office of Aviation Research, recently accepted the top award in an international competition sponsored by Microsoft Corp. Simmons and his team developed a knowledge management system called KMS2000, adapting a prototype Microsoft software package for use on Internet.

David Keyes has been appointed director for policy, studies and analysis at Veridian. Keyes joins Veridian following a 27-year career with the FBI. While at the FBI, he served as a commissioner on the President's Commission on Critical Infrastructure Protection and as the acting director of what is now the Critical Infrastructure Assurance Office.

President Clinton last week announced his intent to appoint John Chambers, president and chief executive of Cisco Systems Inc., to serve as a member of the National Security Telecommunications Advisory Committee. NSTAC provides the president with technical information and advice on national security telecommunications policy.

Brad Allen, chief executive officer of eFederal Inc., has joined the board of directors of DCVentureNet, a new technology accelerator geared specifically to e-government companies. DCVentureNet's advisory board includes former Department of Housing and Urban Development Secretary Jack Kemp, Washington Wizards owner Abe Pollin and former Office of Management and Budget Director Joe Wright.
