What's fair

The 1999 FAIR Act job inventory contained hundreds of rulings that rankled

industry organizations and government employees alike. Some examples:

* The Navy and Air Force excluded some vehicle and building maintenance

and supply operation jobs from outsourcing, arguing that their link to wartime

deployments makes reliance on contractors too risky.

* The Agriculture Department ruled that although jobs in campground

management were "inherently governmental," it would make contracting decisions

on a case-by-case basis.

* After complaints, the Commerce Department agreed to add map- and

chart-making jobs to its list of potentially commercial positions.
