NMCI outsourcing director leaving
David Litchfield, one of the Navy's key civilians in charge of implementing NMCI, is leaving the program office
One of the Navy's key civilians in charge of implementing the Navy Marine Corps Intranet contract is leaving the program office just three months after the contract award.
David Litchfield, the retired Marine who serves as the Navy's deputy program executive officer for information technology, is leaving that position on Jan. 26, said Navy Capt. Chris Christopher, an assistant deputy PEO for IT.
Litchfield, who couldn't be reached for comment, will return to work at the Office of the Secretary of Defense, Christopher said.
Electronic Data Systems Corp. won the eight-year, $6.9 billion NMCI contract for outsourcing the department's voice, video and data services on Oct. 6.
A Vietnam veteran, Litchfield served for more than 30 years in the Marine Corps before retiring in July 1999. He then worked as a senior systems analyst for the assistant secretary of Defense for command, control, communications and intelligence before joining PEO IT.
Litchfield's biography at the NMCI Web site at www.peo-it.navy.mil calls him the director of NMCI. His formal title is deputy PEO for IT for NMCI services.
Formed in May 1999, PEO IT is directed by Joseph Cipriano, the Navy's program executive officer for information technology.
