Roster Change

Bert Concklin, director of the Business Systems Modernization Office at the Internal Revenue Service, is assuming the role of associate commissioner for modernization, reporting to the IRS Office of the Commissioner.

Bob Albicker, deputy chief information officer, Jim Williams, director of procurement, and Tommy DeWeese, deputy director of BSMO, have agreed to join the associate commissioner for modernization organization as deputy associate commissioners.

Robert Mairs was named the first chief information officer of the National Environmental Satellite, Data and Information Service, the agency announced last week. NESDIS operates the nation's civil and military environmental satellites and operates three data centers.

Mairs has been with NESDIS for the past 20 years. He was formerly the deputy director of the Office of Satellite Data Processing and Distribution.

Thomas Wiesner is the head of the Interagency Management Council for this year. The IMC comprises representatives from cabinet agencies and advises the General Services Administration on telecommunications issues.

Wiesner, the Treasury Department's director of the Office of Corporate Systems Management, replaces Robert Bubniak, acting chief information officer at the Department of Veterans Affairs. As part of this reorganization, Wiesner will become director of security—which means he'll tackle not only information security but also physical and personnel security.

Bill Peacock recently was named director of the Federal Aviation Administration's Air Traffic Services. He is responsible for managing the safe and efficient flow of air traffic — airline, private and military — throughout the United States. Peacock directs a workforce of 24,000 that includes 20,000 air traffic controllers. Since last February he served as program director for Air Traffic Tactical Operations, where he was responsible for the daily flight operations in the National Airspace System. Peacock succeeds Ronald Morgan, who is retiring after a 32-year career with the FAA.

The Labor Department's acting chief information officer Leah Daughtry has been asked by the Bush administration to stay on, according to her staff. And Defense Department CIO Art Money has been asked to remain in office at least through the change of administrations, a Pentagon spokeswoman said.

John Callahan, the CIO and budget chief at the Department of Health and Human Services, stepped down Jan. 20, as did Joseph Leo, the CIO at the Agriculture Department.

Three other CIOs hope for reappointment by President Bush: Ed Levine, the Environmental Protection Agency's deputy assistant administrator and CIO; Edward Meagher of the Department of Veterans Affairs; and George Molaski of the Transportation Department.

Renny DiPentima became president of consulting and systems integration at SRA International Inc. Jan. 1. He'll oversee the largest component of the company, which provides systems and services to industry and government.

He previously served as president of SRA's government sector, overseeing government business, projects and contracts. Before joining SRA in 1995, DiPentima was deputy commissioner for systems at the Social Security Administration, overseeing and managing all information processing, data and voice communications systems and a yearly information technology budget of $750 million.

William Green recently was named president and chief operating officer for High Technology Solutions Inc.'s federal operations. Green has been with HTS since the company was founded in 1990 and previously served as executive vice president for federal operations. HTS is a privately owned information technology and technical services firm.

Larry Kosmont has joined the board of directors of Direct2Government.com Inc., officials at the Canoga Park, Calif.-based company announced. Kosmont is a California state commissioner, businessman and a former city manager and director of community development for several California cities. Direct2Government.com provides food manufacturers direct Internet access to government agencies such as prisons, schools and hospitals.
