Other findings from the annual report of the Office of the Director, Operational Test and Evaluation, include:

Defense Message System: Assessed as not operationally effective, not suitable and not fully secure. Global Combat Support System: During testing, users had trouble getting the necessary information and had little confidence in it once they did get it. Army digitization: Much progress has been made, but current capabilities are still immature. Army Force XXI Battle Command, Brigade and Below: Significant improvement, but the system may not be scalable up to division level.
