The guide is designed to build a highly competent tech workforce by:

Giving employees a comprehensive list of competencies needed for performing major tasks in high-tech occupations. Providing learning objectives that are established standards of performance and accountability. Providing employees and their supervisors with more responsible and challenging positions. Assisting supervisors in making effective use of scarce training resources by identifying critical competencies, training opportunities and certifications. Enabling employees to plan and follow appropriate career training and development paths. Developing and strengthening employees' professional qualifications and leadership abilities.
