OMB financial chief lined up
Bush picks nominee for controller of OMB's Office of Federal Financial Management
President Bush intends to nominate Mark Everson to oversee the administration's goal of improving federal agencies' use of financial information, White House officials announced July 17.
As controller of the Office of Federal Financial Management at the Office of Management and Budget, Everson would develop governmentwide policy on financial management and systems, including annual audits and reports and overseeing agencies' individual initiatives.
He would be involved in two of the five items on Bush's management reform agenda—improving agencies' efforts to use financial information in business decisions and linking program performance to budget decisions.
The controller works under the deputy director for management at OMB, a position the administration has not yet filled.
Everson is the vice president for finance and controller for LSG Sky Chefs Inc. in Arlington, Texas, and he previously held several positions with the Pechiney Group in France. Before moving to the commercial sector in 1982, he served as executive commissioner and then deputy commissioner of the Immigration and Naturalization Service, and at the Justice Department and the U.S. Information Agency.
He graduated from Yale University and received a master's degree in accounting from New York University.
The controller position at OMB has been vacant since January, when Joshua Gotbaum left to return to the private sector.
