Pentagon officials refer to the fiscal 2002 budget as a placeholder until they finish the Quadrennial Defense Review. Defense Secretary Donald Rumsfeld told Congress last week that after 2002, funding for "transforming" the military will need to rise dramatically.
Still, the budget request includes big increases for efforts that involve information technology.
