I agree that USA Jobs needs improvement [Letter to the editor, Sept. 18]. But let's take this a step further.

When a position requires all the knowledge, skills and abilities, why doesn't an agency create KSAs for applicants based on their resumes then provide them back to the applicant in electronic form for review?

Moreover, when there are application forms, why not use less-expensive personnel staff to fill them out from resumes, then call for missing information rather than expect high-cost-per-hour candidates to take time to fill them out themselves?
