"Reinventing FEMA"

The Bush administration is asking for $6.6 billion in overall spending for the Federal Emergency Management Agency in fiscal 2003, with more money going to terrorism preparedness.

The proposal sets aside $175.6 million for information technol.ogy — a 6 percent increase. It also includes:

* $3.5 billion for new equipment and training for the nation's first responders — firefighters, police officers and emergency medical technicians.

* $350 million to modernize flood maps, including putting them online.

* $26.4 million for the National Emergency Management Information System.

The agency's Integrated Financial Management System took a hit, receiving $1.4 million — a 17.6 percent decrease — as did IT architecture and planning, which were down 79.4 percent.
